can I transfer apps purchased on an old iPad to a new one if the old one used a different iCloud account?

Apps are forever tied to the AppleID used to download them. You

cannot transfer apps acquired with one AppleID to another AppleID.

However, if you know the old AppleID, family sharing may offer some assistance.
