iCloud on one of my devices is empty

iCloud on my iPad is empty but shows the correct space size.

iPhone and iMac sync correctly. When I try to create a folder on the iPad, it stuck in upload status.

I think I try everything:

  1. Logout -> Login on iCloud account.
  2. Turn off -> turn on iCloud drive sync
  3. Reinstall Files app
  4. Clear data and settings, and reinstall iOs

I don't know where is the problem. Help me pls.

iPad mini, iOS 12
