It's possible that the webpage was simply an oversight, and they simply haven't updated it yet...

Not certain but there was a Block put into affect by Apple for MBP 2013 and MBP 2014 from upgrading to Big Sur. Reason, it was Bricking these specific model. Can not be 100% certain if this has been removed.

Actually, at this moment, we both have the correct answer. The owner of the original posting has not yet identified which MBP 2013 is in question.

You'll need to be more specific...

It's probably that the software you're trying to download needs a newer computer to run.
