So I needed to log out of my icloud and when i logged back in over 4k pictures and videos were gone from photos. But they still are in my icloud not just on this phone and in photos it shows “updating 4028 items” I don’t really know what to do

No need to worry, your photos are safely stored in your iCloud and you just need to wait till the photos are updated so they can reappear in your photos app.

I have waited like more than ten hours now and still no pictures and videos have reappeared:(
Did you connect the device to power and WiFi, and left it locked for a while?
