Check to make sure that it is activated. Go to Settings>Messages, and make sure that iMessage is turned on and does not show an error. See this if you are having a problem activating iMessage. If you get an error when trying to activate iMessage or FaceTime - Apple Support Otherwise explain what problem you are having and what you have done to try and fix it.
