Do I need my old trade-in IPad Air AND new iPad Air together to transfer data or can I send in my old one first? I’m worried the trade in kit will come much sooner than the iPad. I usually upgrade in the stores and do everything at once but all Apple stores in California are closed.

They ship the trade-in kit when your new iPad ships or shortly after that and it usually ships by a slower shipment method than the new iPad so it will likely arrive a few days after the new iPad. Your 14 days start when the trade-in kit arrives. You should have plenty of time.
