Hi, if I delete photos from my iPhone do they get deleted from my iCloud? My phone is out of memory so I would like to delete them from my phone and keep them on iCloud, how do I do this without losing all my photos and videos?

Yes, as that's how iCloud works and was designed, i.e. it's a syncing system, not a cloud-based system.
