I can't do update on my Mac because I don't have enough storage however I have 1.96TB available storage on Icloud

I am unable to update OS big Sur due to not having enough storage. Although I have payed for more storage on iCloud and have enough to complete my update. Not sure why the update is not proceeding.

MacBook Pro 13″, macOS 10.15

Viking is correct. You will either need to delete some data from your hard drive or install an external drive so you can transfer data to it and then delete it from the Mac's hard drive to clear up space. Incidentally, external drives are very reasonably priced and easy to install these days.
