Why do I have to enter credit card info/billing info for free apps?

I’ve been trying to download free apps from the App Store but it keeps asking to sign in and enter billing info/payment info and it says my card gets declined as I enter it when I’m trying to download FREE apps. Why does it do this? How can I fix it?

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store.    


Possible fixes.   Fix ‘Your Payment Method Was Declined’ Error In App Store
