I was trying to do a factory reset of my Macbook Air (2017) last night - I was able to erase (not delete...I was never given that option, so as far as I know I didn't actually delete anything) my startup disk and get to the point of reinstalling macOS (High Sierra), but when it asks me what disk I want to install it to....there's nothing for me to choose. Any ideas/suggestions on what happened or what my next move needs to be?! Thank you!

While booted to the installer launch Disk Utility and click on "View" and select "Show All Devices" so that the physical drive appears on the left pane of Disk Utility. Erase the whole physical drive as GUID partition and APFS (top option). After properly erasing the drive you should be able to select it as a destination for macOS. Here is an Apple article which shows how to reveal the physical drive in recent versions of Disk Utility:
