What happens when you try to download the apps?
What error or diagnostics or messages appear, if any?
Connected to Wi-Fi? Some apps can be too big to download over cellular, or there might be other issues with cellular data.

Have you tried loading the most recent iOS 14.4 update (which was released yesterday), and see if that resolves this?
