Delete an App

I am unable to delete an app off my phone. I tried holding it and it wiggles but it does not give me the option to delete. It is an app that I downloaded and it does not have a subscription

Please check: Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
