This happened to me as well when I used quick start..

I went to Settings > App Store and toggle the switches for automatic downloads.. Might have done a force restart as well. This kick started the downloads for me.

here is how to do a force restart

Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Side button until you see the Apple logo.
