this ipad was sold to me and i dont have the apple id for it what can i do

Your options are very limited...

Without the Apple ID and Password of the original owner, you will never be able to use the device. Activation Lock is a theft prevention feature. If you cannot contact the original owner, there is nothing you can do but recycle the device. Next time buy from Apple or an authorized dealer. Apple sells refurbished devices on its website for reduced prices.
