The ECG app is not showing up on my new watch

I previously owned a iWatch. It had the ECG function and app on it. That watch became inoperable for unexplained reasons and I had no choice but to replace it. I did so in early Dec 2020. The set up went fine on the new watch except I no longer had the ECG functionality. I am in Canada. I had the app already on a previous watch so the solution is not location.
Ive also gone on the App Store via the watch and do not see an ECG function.
