I cannot seem to delete apps from the app library. What gives?

I followed the instructions on how to delete apps from the library, but the delete option is not one that shows up. I can only remove from the home screen. What am I missing?

Turn off Screen Time, delete the app(s) and then turn Screen Time back on.
