Macbook and Icloud Photos

My photos take up too much space on my MacBook and I do not need them on here. However, I do not want to delete them from my cloud. When I go to unclick the checkmark in the Icloud section of system preferences, nothing happens and it just goes back to being a checked box.

Go into PHOTOS preferences - icloud tab, and uncheck icloud photos there.

After that the safest way to delete all the photos is just to delete the library (you can easily create a new empty one if you need to)

Now the only thing you need to worry about - how are you going to backup your photos? It might be better to move the library to an external disk (Properly formatted/prepared), and then back it up from there periodically.
