..After migrating to new iMac via Time machine I was unable find the System photo library named" Photos Library.photoslibrary" I upgraded from Catalina to Big Sur hoping the update would install the photo library but it did not. I have 30,000 photos in the Cloud but have not been able to download any without the library app. thanks in advance for advice.

OK - For clarification of terminology, "photos library" normally refers to the data structure containg all your photos that the Photos App opens. (Like the difference between the pages app and a pages document)
But not having the app - that is very strange indeed, since that is installed as part of MacOS. Are you absolutely sure you don't have it? It won't be called "photos library.photoslibrary" it will be called Photos.app (and you normally won't see the .app)
What happens if you go into finder, and do a search for "Photos.app" selecting "this mac"

Not sure what happened overnight when the Update installed but now there now is a Photos app in the application folder and I was able to import from my iCloud backup. All is better now. Strange but true. 😂😂😂

Open your photos app, and go to preferences, general. Is the button "use as system photo library" greyed out. If not, click it.
the problem is that I do not have a Photos App in my applications
