You have to be signed in in the iTunes/Apple Music Store, and have a payment method registered there though podcasting is free). You need to authorise your computer to play purchased iTunes/Apple Music items.

Can you please tell where to go to put in a payment method? I saw this response when I search the problem however the answer is not clear for me.

It's much the same in iTunes. I don't know how it works in iOS but the basic principle is presumably the same.
