You are in luck. The Safari app is part of the iOS and therefore cannot be deleted. It is probably not on any of your home screens however is just moved to the App Library which is the last screen to the right.
SWIPE LEFT on your home screen until you reach the last screen which is the APP LIBRARY. Find the Safari app in there. Touch and Drag it out of there and on to your home screen.
The above is the cleanest way to accomplish getting Safari app back on the home screen. There is one other way and that is to reset the home screen layout. This option resets the layout of your home screen icons and after that you may have to make a few more adjustments to bring the app icons back to the way they were. Open Settings ➔ General ➔ Reset ➔ Reset Home Screen Layout.
