It doesn't, but it may look like that to you.

iCloud Drive doesn't move files to iCloud. It synchronizes your local files with iCloud Drive. Unless you specifically move them to iCloud Drive (or turn on Optimize storage), all files remain locally on your Mac (and they are still in the Documents folder in your home folder--you just don't see that in Finder).

Get a reliable USB SSD and Copy all the desired files / folders to the External Drive thus basically a exact copy of what is in iCloud. The downside - they ( external Drive ) and iCloud will never sync. Easy to reverse the process external back to iCloud.

So - - Enable Documents and Desktop in iCloud on All devices I was trying to help because you complained about wanting to keep Local Files when working Remotely and no internet thus the USB copies
