When I try to download a game it takes me to itunes store log in.It says that this apple ID has not been used in the itunes store yet.I tap review like it says,I agree to the terms and conditions.I fill out the form and press next.Then it tells me I must contact itunes support to complete this transaction,so this is where we are now.Please help

It may need for you to enter a payment type such as a credit card. Apple doesn't explain why this is required since it is possible to use an account without one (I do), but all they said is it is for "verification" purposes (verify what? I ask). Anyway, that's what it probably wants. I suspect if you want to remove the card later you can do so.
Tap Settings > [your name at the top] > Media & Purchases > View Account > Review Apple ID.
