Only iMacs from 2012 or later can be updated from 10.13.6 to 10.4, why it's simple they do not have the hardware to do so. Beginning with Mojave (10.14.x) Macs had to have GPUs that supported Metal (please Google Metal), iMacs began having GPUs with Metal in 2012. Before you ask, no the GPU on a 2011 or earlier cannot be upgraded to support Metal. In short, if the computer is a 2011 or earlier if you have a need for 2014 or later it's time to buy a newer Mac.
