Re-dwonloading my files on desktop

Every time I open my macbook my files that are already on icloud be re-downloading how can i stop that? As shown in the photo with the icloud icon beside the file

MacBook Pro 13″, macOS 11.2

The iCloud that you see is just a link to download the files. The files haven't been downloaded.
