Hi! I need to change the region of my Apple ID. When I bought my first IPhone, it was impossible to create an Ukrainian Apple ID. That’s why I had to create an American Apple ID. Now I want to change the region, but I have a balance in my Apple ID account, with the amount of 15$. And it’s impossible to change the region when you have this balance. Can you remove that balance please?

If you have an active payment method on file you can use you can spend more than 15$ and the store credit will be gone,
If you can't or don't want to, you can contact apple to remove the remaining credit.

If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support.
