So the problem is that my ipad's microphone is working in normal "camera app"' but when I open another application like instagram, snapchat, even voice memos, tiktok, any other application! The microphone does not work, whenever i record something and post it, it does not record my voice; it looks like the fan kinda voice but it worked good in a normal camera

Make sure microphone is allowed for that app.
Go to Settings > Privacy > Microphone and make sure the slider is on for each app.
