What’s good is that you read and followed the article. It included a suggestion to contact Apple Support when the other suggestions fail.
It’s impossible to believe that an iOS feature - which means the feature affects iPhones - would have any impact on how AirPods charge, especially since the behavior you describe does not occur while the AirPods are connected to the iPhone.
That was the first thing that I did. The problem is not the case. It charges just fine. The AirPods won't charge after I put them in the case and close the lid.

I just learned that it's Optimized Battery Charging introduced with iOS13.
Oh, OK, I didn’t realize this. I guess you’re talking about charging the AirPods Pro past 80%.
