Safari extension: Safari detected an app or service that interfered with clicking

I've read other posts about this Bug. I've read https://support.apple.com/HT211233. OS is up to date - OS 11.2.3. Nothing I've read has fixed this problem. I'm very annoyed about this.

In fact the issue doesn't just apply to one or two isolated rare extensions. If I untick every extension, none them can be restarted. They all produce the same error message.

Is the only solution to (1) restart into safe mode, (2) hopefully start the extensions in question, (3) restart again to get out of safe mode? This workaround is ridiculous, what a waste of time to have to do all that just to tick a box.

IMHO, fixing this common problem should take priority over the rather obscure possibility of a hacker trick. In effect, Safari Extensions is broken. Is there no other way to fix this?

Sometimes uninstalling extensions and reinstalling extensions may help

If things work as expected in Safe Mode, there is a chance that one of third party app is interfering.
