Hard to tell what you were trying to do when your payment was declined.
Here are a few guesses.
Might be iTunes, App Store etc,, on your AppleID account ?
or is it an Apple Pay account ? Wallet ?
Were you buying something from a website ?

See what happens when your Apple Cash account is restricted or locked, and learn what to do next:

It may be that you exceeded your daily limit on your card so your bank refused the card?
There may not be enough credit for your purchase to be accepted ?
The Expiry date on your card may no longer match the account records ?
If it is iTunes, App Sore, etc. you might want to check if your card is listed properly

We do not know where your payment method was declined ... iTunes, Apple Pay, Subscription, or ?
Has your card's expiry date expired ?
