Suggestions for iCloud and Photos for macOS

That's not possible. The iCloud is a syncing feature and any file on it is mirrored on each of the devices that have iCloud Drive enabled.

Do what LACAllen suggested and send a feature request via Feedback - macOS - Apple.  

You don't have to have all Documents and Desktop files/folders on iCloud. It's not an all or nothing situation. You can enable iCloud Drive and put only the folders or files you want to share with other devices on it like I have done:

I don't have the Documents or Desktop folders on it. Just the few I've added.

Try toggling iCloud drive off and on for the MacBook.
