2 phones in different countries, same Apple ID

One phone I use when I’m in the Philippines, the other is for the US. I use the same Apple ID for both. My iCloud is turned off. I use both simultaneously when I’m in the Philippines which is 4-9 months every year and only use one when I’m in the US.

Can I change the region in one without affecting apps in the US phone?

No. An Apple ID is associated with one country at a time, and apps and media and content and subscriptions can be and variously are country-specific. Two phones and two Apple IDs is a potential option here. Or switch the Apple ID country or region.
