I would like to come to the Apple Store at Woodland Mall and talk with a representative about
purchasing a new iPad.

This is an Apple provided Apple product customer/user to user technical support community.
We are all, largely, just Apple product customers/users here, just like you.
You need to search online to locate and call contact your nearest, “local” Apple Store location to try/attempt to make an appointment to see if you can visit your Apple Store to actually purchase products.
