If you can't find the App Store icon among your apps, you might have restrictions enabled in Screen Time.

Check: Settinngs>ScreenTime>Content & Privacy Restrictions>iTunes&AppStore Purchases... the first 3 options should be set to "Allow". When done, restart your iPad.
