Can I just buy storage instead of buying it every month?

No, iCloud storage is a subscription service (rental). No online service is going to sell you a chunk of storage at a one-time price, nor would you want a service that offered that. It's not like you owning a hard drive on your desk. An online business cannot guarantee they won't go out of business next month. If you want a one-time purchase of storage, buy an external hard drive (two actually, since you want one for backup).
