I bought a MBP 2015 from an individual running Catalina. It has Garageband 6 on it which does not run. Where can I find the last Garageband version that will work? The App Store will only make the latest version available which will not run on Catalina. This update stuff is getting ridiculous.

You could back up your Mac, upgrade to Big Sur and purchase GarageBand with your AppleID for free, then downgrade again to Catalina from your backup. Now you should be able to download the Catalina version from your past purchases, as it is in your Purchase history.
A 2015 should be upgrade-able to Big Sur. You can do that and get the most recent Garageband.
I do not want Big Sur. Friends have had nothing but trouble with it. Is there no way to install a version of Garageband that will work with Catalina 10.15.7?
I haven't had any issues, it works pretty much the same as Mojave or Catalina.
