How to get rid of OTHER storage on iPad Air 2?

How do I completely get rid of over 4GB of “Other” storage? This is ridiculous! I won’t completely reset iPad just to get rid of this unknown storage space taking up most of my iPad 16GB. Is there any update or fix for this ongoing problem? I cannot afford to upgrade to another iPad Air 3 or 4 just to resolve this issue. Please! Apple, I’m begging you, please fix this issue immediately. I have an iPhone 6 and it does not have this issue.
