Lost contacts
I lost all my contacts and can’t find how to restore from my iCloud account prior to today’s date

If they are missing on a all your devices, see this document --> If you accidentally deleted your calendars, bookmarks, or contacts from iCloud - Apple Support
If they are only missing on one device, make sure you turn on iCloud syncing for Contacts and sign into iCloud on your device missing the Contacts.
