That's a different problem.

Apps are permanently tied to the Apple ID that was used to download/install them.

If you've changed your Apple ID, you won't be able to update that app, unless you delete it using the old Apple ID, restart your iphone, sign in with the new Apple ID, then redownload/reinstall that app (if compatible with iOS 12.5.2)
