You can create a table that has three rows in each column, then select two adjoining cells of the three in the column that is to have 2 rows, and merge those two into a single cell..
Height adjustments to these two cells wll still adjust the heights of the row(s) containing the cell being adjusted. If you have merged the cells in rows 2 and 3, the examples below will show the results of height adjustments to each of the three rows involved.
Note also that merged rows will raise difficulties in sorting or filtering your table.
