Apps and family setup

Unfortunately it is an answer.

Without a paired iPhone the Apple watch is very limited. Family Setup allows the setup of the Apple Watch, but many apps will still require an actual paired iPhone rather than the Family Organizer's iPhone to work.

There is no way around this. If you need to use these apps, then you'll need to buy an iPhone.
