No “other apps” toggle in Face ID settings

I just upgrade from Xr to 12. Both on 14.5. On my 12 the Other Apps toggle in the Face ID isn’t there. So if I go to, say, my credit card app where I would normally use Face ID, either the option isn’t there to login with Fave ID or if it is, it will tell me I have to enable Face ID in settings. And back to settings where there is no option to toggle it on for other apps.

Otherwise Face ID works for unlocking phone, App Store purchases, Apple Pay, etc.
