Photos replaced iPhoto a long time ago. iPhoto will never be 64 bit.

Photos can read your iPhoto Library.

Launch Photos with the option key held down. Choose your iPhoto library from the resulting dialog. Photos will take your iPhoto library and create a new Photos library with your iPhoto media. Your iPhoto Library will not be changed, though it will be renamed.
