I deleted all of my pictures out of my old device and they all disappeared on my new iPhone as well

That's undoubtedly because you had iCloud photo library turned on. When you use iCloud photo library, if you delete them from one place, they are deleted everywhere. As the prompt asking if you were sure you wanted to delete them explained when you did it.
Look in your recently deleted folder.
