yeah - I couldn't format it in recovery so I made a bootable usb for high sierra on another mac following a yourtube video that utalizes terminal to create the usb isntaller then did everything from that installer instead

I believe you need to format the drive to old HFS+, also called MacOS Extended Journaled.
