I cannot delete one of the shortcut website from my homepage

You may be restricted by a ScreenTime restriction, to fix it go to:

Settings -> Screen Time -> Content & Privacy Restrictions -> iTunes & App Store Purchases -> Deletings Apps.

It must be set to Allow before you can delete apps.

You have probably moved it to the App Library.

Go to your home screen and swipe as far to the right as you can until you arrive at the App Library. Find the app, long press on it, and drag it back to the home screen.

I have one more issue , I deleted the app from my homepage but its not deleted and I can find it only here or when I am searching , and want to put in my homepage back , how I can do that

This is because you are trying to move the app from the Spotlight menu. You can not do that.

You need to go into the App Library, like me, and move the app from there.
