If you are trying for a clean install try option-cmd-R internet recovery.

If you wish to keep your current files/settings I'd suggest instead upgrading through the App Store.

Which version of MacOS are you trying to get and how are you trying to get it?

I'm trying to get Big Sur. Tried to install via cmd-R, but then it will install Catalina [which is already installed].
