To upgrade to Mojave:
You would need to upgrade to macOS 13 (High Sierra) first. Once upgraded to High Sierra, then see if you can upgrade to Mojave. Go Here: How to Get Old Versions of macOS - Apple Support
Back up your data, check your applications for compatibility, and if your MacBook Pro is a 2012 or newer model, click on Mojave. Otherwise, you can't.

This isn't true, except on the 2010 and 2012 desktop Mac Pros, and increases the time it takes to upgrade and the chance of encountering trouble.
