The iPhoto v9.6.1 will open your iPhoto Library in High Sierra. If your version of iPhoto is older, it is disabled, and you will have to press the option key when launching Apple's Photos application, and select the discovered iPhoto Library from that dialog. This will migrate the iPhoto Library images into the Photos Library where you can access them.
