Macos won't boot

My Mac suddenly restarted due to a problem and it stalled in the loading screen. I tried to erase my disk and reinstall but the disk won't erase " an internal state error occurred"

So I tried to use terminal

And there are 20 different volume and 17 of them are just called untitled

I can't erase my disk and I can't install macos

The disk information shows that the volume is not bootable

MacBook Pro 13″, macOS 10.13

One of two things 1- the drive has failed and needs replacement 2- How to create a bootable installer for macOS of HighSierra from a computer that Qualifies to run High Sierra and Boot from the USB Installer, wipe the Entire Drive ( Everything will be last and can not get it back )and reinstall from the USB Installer.
