IOS 14.5 update caused my 2017 iPad Pro to stop working

Today I updated to IOS 14.5. My 2017 iPad Pro hasn't worked since. The Apple keeps coming off and on with an occasional orange screen for a second. It finally displayed "support.apple.com/ipad/restore" with a computer icon and lightning connector pointing toward the computer icon. I have a windows computer and I went to that website, connected my computer to the iPad, and it didn't have anything to click on to make my iPad start to restore. just some instructions that were hard to understand and didn't seem to happen on my iPad.

How can I get back to 14.2 and make my iPad more than a "brick?"
